Finance and Administrative Division

Division/Position Title: Chief Administrative Officer

Salary Grade: 24
Annual Salary: ₱1,040,904.00
Duties and Responsibilities:
- Sets direction, targets and operational policies on administrative and financial matters to conform with relevant government laws, rules and regulations for approval of top management;
- Analyzes, reviews and implements policies and procedural decisions of management, changes in organizational structure and delegation of authority for compliant operation of DOST-SEI's programs/projects/activities;
- Formulates strategies/new activities to improve delivery of service of the division;
- Reviews and evaluates financial releases as basis for fund utilization;
- Reviews, evaluates and signs correspondence and reports to address regulatory requirements for timely submission to various government agencies;
- Reviews and signs prepared LDDAP-ADA/checks for various financial transactions to ensure validity and accuracy;
- Confirms employee's application for GSIS loans as DOST-SEI Authorized Agency Officer (AAO) to attest to the information contained in the application and to ensure that the employee's net take-home pay shall not be lower than the prescribed amount after applying the authorized deductions;
- Establishes and maintains linkages to clients, stakeholders and government agencies to facilitate processing of administrative and financial transactions, provides mutual understanding and updating of information; and
- Performs such other duties as may be assigned from time to time for effective and efficient delivery of service to the Institute.
Qualification Standards
- Education: Master's degree or Certificate in Leadership and Management from the CSC
- Training: 40 hours of supervisory/management learning and development intervention
- Experience: Four (4) years of supervisory/ management experience
- Eligibility: Career Service-Professional/Second Level Eligibility

Division/Position Title: Administrative Officer V (Cashier III)

Salary Grade: 18
Annual Salary: ₱524,172.00
Duties and Responsibilities:
- Manages and supervises Collecting and Disbursing Unit personnel to oversee the overall operation of the Unit;
- Maintains and updates the online database systems of the Collecting and Disbursing Unit to provide accurate financial information as required by employees;
- Reviews accuracy of issued checks/LDDAP-ADA for various disbursements of the Institute to attest to cash availability;
- Ensures compliance of various financial reports for timely submission to government regulatory agencies;
- Prepares and signs correspondence to address regulatory requirements;
- Classifies collections and deposits in compliance with government rules and authorized depository bank of the Institute;
- Establishes and maintains linkages to clients and other concerned agencies for updates and to improve the delivery of service of the Unit;
- Reviews and monitors Institute's cash balances per various fund sources; and
- Performs such other duties as may be assigned from time to time for the effective and efficient service delivery of the Institute.

- Education: Bachelor's degree relevant to the job
- Training: Eight (8) hours of relevant training

Duties and Responsibilities:
- Prepares payment for salaries, benefits and allowances, payables and treasury warrants;
- Verifies and posts vouchers paid and accounts for cash advances received;
- Assists in collection of payment and prepares reports of disbursement and accountability;
- Files reports and other documents pertaining to collection and disbursements; and
- Performs such other duties as may be assigned from time to time for the effective and efficient service delivery of the Institute.
Qualification Standards:
Education: Completion of two (2) years in college
Training: Four (4) hours of relevant training
Experience: One (1) year of relevant experience
Eligibility: Career Service-Subprofessional/ First Level Eligibility

Science and Technology Scholarship Division (STSD)

Division/Position Title: Chief Science Research Specialist

Salary Grade: 24
Annual Salary: ₱1,040,904.00
Duties and Responsibilities:
- Exercises overall supervision and control of programs of the division;
- Formulates and recommends to top management a comprehensive national program for scholarship and training program;
- Formulates strategies/programs/new activities to improve delivery of services of the division;
- Sets directions, targets and operational policies of the programs of the division;
- Establishes and maintains linkages to clients, stakeholders and government agencies and relevant sectors and institutions; and
- Performs such other duties as may be assigned from time to time for effective and efficient delivery of service to the Institute.
Qualification Standards
- Education: Master's degree or Certificate in Leadership and Management from the CSC
